Shirley Dulay is a practicing certified public accountant (CPA) and tax consultant for Kittelson & Carpo Consulting, Philippines. She has worked as an accountant for the PABUYAO Multi-Purpose Cooperative, and later as the accountant-in-charge for Records Reports Update System Consulting, Incorporated, a service arm of Alas Oplas and Company, CPAs. Shirley offers tax, taxation and accounting consultancy services to foreign and local companies setting up business operations in the Philippines, assisting them in navigating the ins-and-outs of the Philippine tax system. She also provides tax advice to foreign investors looking to break into Philippine markets, and to those companies already doing business in the Philippines.

Shirely is a graduate of St. Louis University with a degree in Accountancy.
